การประชุมทวิภาคีด้านการเมืองและความมั่นคง ไทย – ญี่ปุ่น
เมื่อวันที่ 23 มกราคม 2568 นายปิยภักดิ์ ศรีเจริญ อธิบดีกรมเอเชียตะวันออก และพลเอก กันตพจน์ เศรษฐารัศมี ผู้อำนวยการสำนักนโยบายและแผนกลาโหม กระทรวงกลาโหม ได้ร่วมเป็นประธานฝ่ายไทยในการประชุมทวิภาคีด้านการเมืองและความมั่นคง ไทย – ญี่ปุ่น (Politico – Military / Military – Military Consultations: PM/MM) ครั้งที่ 15 ที่กระทรวงกลาโหม โดยมีนาย Miyamoto Shingo อธิบดีกรมเอเชียตะวันออกเฉียงใต้และตะวันตกเฉียงใต้ กระทรวงการต่างประเทศญี่ปุ่น และนาย Terada Hiroyuki ผู้อำนวยการกองนโยบายภูมิภาคอินโด-แปซิฟิก สำนักนโยบายด้านการป้องกันประเทศ กระทรวงกลาโหมญี่ปุ่น เป็นประธานร่วมฝ่ายญี่ปุ่น
การประชุมครั้งนี้มีความสำคัญพิเศษ เนื่องจากเป็นครั้งแรกที่ยกระดับประธานการประชุมเป็นระดับอธิบดี สืบเนื่องจากการที่ไทยและญี่ปุ่นต่างเห็นพ้องถึงความสำคัญของกลไกนี้ในการช่วยส่งเสริมความสัมพันธ์ด้านความมั่นคงระหว่างไทยกับญี่ปุ่นให้มีคุณค่าเชิงยุทธศาสตร์ให้แก่ทั้งสองฝ่ายยิ่งขึ้น โดยที่ประชุมหารือแนวทางส่งเสริมความร่วมมือทวิภาคีด้านความมั่นคงระหว่างกัน ทั้งยังแลกเปลี่ยนวิสัยทัศน์เกี่ยวกับมุมมองด้านความมั่นคงและภัยคุกคามระดับภูมิภาคและโลก นอกจากนี้ ฝ่ายไทยได้จัดให้คณะผู้เข้าร่วมการประชุมเยี่ยมชมศูนย์ฝึกบรรเทาสาธารณภัยที่จังหวัดฉะเชิงเทรา เพื่อเป็นข้อมูลประกอบการสนับสนุนความร่วมมือไทย – ญี่ปุ่นในด้านการบรรเทาสาธารณภัยต่อไปด้วย
การประชุม PM/MM เป็นกลไกหารือด้านความมั่นคงและความร่วมมือด้านกลาโหมไทยกับญี่ปุ่นที่สำคัญ โดยมีการหารือในระดับรองอธิบดีเป็นประจำมาตั้งแต่ปี 2541 โดยไทยกับญี่ปุ่นสลับกันเป็นเจ้าภาพ กลไกดังกล่าวช่วยส่งเสริมความเข้าใจเกี่ยวกับแนวนโยบายด้านความมั่นคง การบริหารจัดการภัยคุกคามรูปแบบต่าง ๆ และมุมมองของแต่ละฝ่ายเกี่ยวกับการส่งเสริมเสถียรภาพในภูมิภาค
On 23 January 2025, Mr. Piyapak Sricharoen, Director-General of the Department of East Asian Affairs, Ministry of Foreign Affairs, and General Kantapoj Setharatsamee, Director-General of the Defence Policy and Planning Department, Ministry of Defence, co-chaired the 15th Japan – Thailand Politico – Military / Military – Military Consultations (PM/MM) at the Ministry of Defence. The co-chairs on the Japanese side were Mr. Miyamoto Shingo, Director-General of the Southeast and Southwest Asian Affairs Department, Ministry of Foreign Affairs of Japan, and Mr. Terada Hiroyuki, Director of the Indo-Pacific Regional Policy Division, Defense Policy Bureau, Ministry of Defense of Japan.
This year’s PM/MM was considered significant as it was the first time to be elevated and convened at the Director-General level. This is due to the importance that both sides have attached to this mechanism with a view to strengthen security relations and enhance strategic coordination between the two countries. The meeting discussed ways to promote bilateral security cooperation, as well as exchanged views and perspectives on regional and global security issues of mutual concern. In addition, the Thai side also organised a site visit for participants at the Armed Forces Development Command Disaster Relief Training Center in Chachoengsao Province,in order to provide more information in support of Thailand – Japan cooperation in the area of disaster relief.
The PM/MM is an important mechanism for security consultations and defense cooperation between Thailand and Japan. It has been regularly convened at the Deputy Director-General level since 1998, with both countries alternating as host. The mechanism has served as a valuable platform for both sides to promote better understanding of security policies, manage various forms of threats, and enhance regional stability.
