ร่วมการประชุมสุดยอดอาเซียน ครั้งที่ 47 และการประชุมผู้นำเขตเศรษฐกิจเอเปค ครั้งที่ 32
เมื่อวันที่ 4 พฤศจิกายน 2568 นายสีหศักดิ์ พวงเกตุแก้ว รัฐมนตรีว่าการกระทรวงการต่างประเทศ นำการบรรยายสรุปเกี่ยวกับผลการเข้าร่วมการประชุมสุดยอดอาเซียน ครั้งที่ 47 และการประชุมผู้นำเขตเศรษฐกิจเอเปค ครั้งที่ 32 ของคณะผู้แทนไทย ให้แก่คณะทูตต่างประเทศและผู้แทนองค์การระหว่างประเทศประจำประเทศไทย โดยมีนายพลพงศ์ วังแพน อธิบดีกรมอาเซียน และนางสาวรุจิกร แสงจันทร์ อธิบดีกรมเศรษฐกิจระหว่างประเทศ ร่วมบรรยายด้วย การบรรยายสรุปดังกล่าวจัดขึ้นเพื่อให้ข้อมูลเกี่ยวกับบทบาทของไทยในการประชุมฯ และแนวทางการดำเนินการของไทยในระยะต่อไปเพื่อขยายผลการประชุมดังกล่าว โดยมีคณะทูตต่างประเทศเข้าร่วมการบรรยายสรุปจำนวนกว่า 100 คน จาก 68 ประเทศ 1 องค์กร (สหภาพยุโรป) และ 6 องค์การ
การประชุมสุดยอดอาเซียนและการประชุมผู้นำเขตเศรษฐกิจเอเปคดังกล่าวเป็นการประชุมระหว่างประเทศเวทีแรกของนายกรัฐมนตรีหลังเข้ารับตำแหน่ง ซึ่งเป็นโอกาสสำคัญในการแนะนำตัวและพบหารือกับผู้นำประเทศต่าง ๆ พร้อมทั้งนำเสนอนโยบายและวิสัยทัศน์ของไทย ในห้วงที่โลกกำลังเผชิญกับความไม่แน่นอนทางภูมิรัฐศาสตร์และภูมิเศรษฐศาสตร์ โดยรัฐมนตรีว่าการกระทรวงการต่างประเทศกล่าวถึงบทบาทของไทยที่มุ่งผลักดันผลประโยชน์ของประเทศ และพร้อมที่จะร่วมมือกับประชาคมโลกในการแก้ไขปัญหาระดับภูมิภาคและระดับโลก เช่น อาชญากรรมข้ามชาติ โดยเฉพาะออนไลน์สแกม โดยไทยเสนอตัวเป็นเจ้าภาพจัดการประชุมระหว่างประเทศเรื่องการป้องกันและปราบปรามออนไลน์สแกม ซึ่งได้รับการตอบรับที่ดีจากหลายประเทศ นอกจากนี้ ประเด็นสำคัญอื่น ๆ ที่มีการหารือกัน เช่น สถานการณ์ในเมียนมา โดยไทยสนับสนุนการดำเนินการตามฉันทามติ 5 ข้อ (Five-Point Consensus) พร้อมเสนอข้อเสนอแนะเพื่อเพิ่มประสิทธิภาพการทำงานของผู้แทนพิเศษของประธานอาเซียน โดยหวังว่า การเลือกตั้งในเมียนมาที่จะมีขึ้นในเดือนธันวาคมนี้จะเป็นส่วนหนึ่งที่สำคัญของกระบวนการสันติภาพ ช่วยให้เกิดการหารือที่ครอบคลุมทุกฝ่าย
ในโอกาสนี้ อธิบดีกรมอาเซียนและอธิบดีกรมเศรษฐกิจระหว่างประเทศได้ให้ข้อมูลเกี่ยวกับภาพรวมการประชุมฯ และประเด็นที่ได้รับความสนใจและมีการหารืออย่างกว้างขวาง อาทิ การส่งเสริมความเป็นแกนกลางและความเป็นเอกภาพของอาเซียนในการรับมือกับความไม่แน่นอนต่าง ๆ การเปลี่ยนผ่านสีเขียวและดิจิทัล ธรรมาภิบาลด้านปัญญาประดิษฐ์ การเปลี่ยนแปลงโครงสร้างประชากร และการพัฒนาที่ยั่งยืนและครอบคลุม
กรอบการประชุมระหว่างประเทศระดับภูมิภาคอย่างอาเซียนและเอเปคสะท้อนถึงความสำคัญของภูมิภาคนิยม (Regionalism) และพหุภาคีนิยม (Multilateralism) ว่า ไม่มีประเทศใดสามารถแก้ไขปัญหาระดับภูมิภาคหรือระดับโลกได้เพียงลำพัง ซึ่งบทบาทของไทยในการเข้าร่วมการประชุมดังกล่าวได้ยืนยันถึงความมุ่งมั่นที่จะสนับสนุนระบอบพหุภาคีและการมีส่วนร่วมในการแก้ไขปัญหา ซึ่งได้รับการตอบรับที่ดีจากประชาคมระหว่างประเทศ
On 4 November 2025, H.E. Mr. Sihasak Phuangketkeow, Minister of Foreign Affairs, together with Mr. Bolbongse Vangphaen, Director-General of the Department of ASEAN Affairs, and Ms. Rujikorn Saengchantr, Director-General of the Department of International Economic Affairs, provided a briefing on the outcomes of Thailand’s participation at the 47th ASEAN Summit and the 32nd APEC Economic Leaders’ Meeting for over 100 members of the diplomatic corps and representatives of international organizations in Thailand, representing 68 countries, 1 organization (European Union), and 6 international organizations.
The purpose of the briefing was to provide information on Thailand’s role in both meetings, as well as Thailand’s actions to follow up on the results and further advance issues of shared interest with the international community.
The ASEAN Summit and the APEC Economic Leaders’ Meeting were the Prime Minister’s first international engagements since assuming office, providing an opportunity to introduce himself and to meet with other world leaders, as well as to present key government policies and his vision at a time when the world is facing increasing geopolitical and geoeconomic uncertainties.
The Minister of Foreign Affairs highlighted Thailand’s proactive role in advancing its national interests while reaffirming its readiness to work with the international community to address regional and global challenges, such as transnational crime, particularly online scams. In this regard, Thailand proposed to host an international conference aimed at combating online scams, which has received positive response by many countries.
The Minister also elaborated on key issues discussed during the meetings, such as the situation in Myanmar, in which Thailand reiterated its support for the implementation of the ASEAN Five-Point Consensus and proposed ways to strengthen the role of the Special Envoy on Myanmar. The Minister further expressed hope that the upcoming election in Myanmar in December this year would constitute an important part of the peace process, leading to inclusive dialogue among all parties.
On this occasion, the Director-General of the Department of ASEAN Affairs and the Director-General of the Department of International Economic Affairs provided an overview of the aforesaid meetings and highlighted key issues that were widely discussed, including ASEAN centrality and unity in navigating through uncertainties, green and digital transition, AI governance, demographic change, and sustainable and inclusive development.
The regional and international frameworks such as ASEAN and APEC demonstrate the importance of regionalism and multilateralism, emphasizing that no single country can address regional or global challenges alone. Thailand’s active participation in these meetings reaffirmed its commitment to multilateralism and its contribution to the resolution of these challenges. All these efforts have been well received by the international community.
