สัมมนาเชิงปฏิบัติการหัวข้อ “บทบาทของไทยในคณะมนตรีสิทธิมนุษยชนแห่งสหประชาชาติ (Human Rights Council: HRC)”
เมื่อวันที่ 14 สิงหาคม 2568 นายไพศาล หรูพาณิชย์กิจ รองปลัดกระทรวงการต่างประเทศ เป็นประธานในพิธีเปิดการสัมมนาเชิงปฏิบัติการหัวข้อ “บทบาทของไทยในคณะมนตรีสิทธิมนุษยชนแห่งสหประชาชาติ (Human Rights Council: HRC)” จัดโดยกรมองค์การระหว่างประเทศ โดยมีผู้เข้าร่วมจากภาครัฐ 40 หน่วยงานและภาคประชาสังคม 16 องค์กร รวม 150 คน
รองปลัดฯ ย้ำว่า กระทรวงฯ ให้ความสำคัญกับการเพิ่มพูนความร่วมมือในกรอบพหุภาคี และมุ่งมั่นที่จะใช้โอกาสการดำรงตำแหน่งสมาชิก HRC และการเข้าร่วมการประชุม HRC สมัยที่ผ่านมาในการส่งเสริมให้เกิดความคืบหน้า อีกทั้งแก้ปัญหาความท้าทายด้านสิทธิมนุษยชนผ่านการมีปฏิสัมพันธ์อย่างสร้างสรรค์ทั้งภายใน HRC และกับประเทศและภาคส่วนต่าง ๆ รวมถึงสานต่อความร่วมมือกับประชาคมระหว่างประเทศในการดำเนินงานด้านสิทธิมนุษยชน นอกจากนี้ การส่งเสริมสิทธิมนุษยชนในระดับประเทศต้องอาศัยความร่วมมือและการสนับสนุนจากทั้งหน่วยงานภาครัฐ องค์กรอิสระ ประชาชน และภาควิชาการด้วย
นางสาวพรประไพ กาญจนรินทร์ ประธานกรรมการสิทธิมนุษยชนแห่งชาติ (กสม.) ได้ให้เกียรติกล่าวเปิดการสัมมนาฯ โดยแสดงความมุ่งหวังให้ไทยมีบทบาทเชิงรุกใน HRC ซึ่งรวมถึงการปฏิบัติตามมาตรฐานระหว่างประเทศและทำให้ข้อมติต่างๆ เกิดผลอย่างเป็นรูปธรรม อีกทั้งยกตัวอย่างสถานการณ์ข้อพิพาทบริเวณชายแดนไทย-กัมพูชา เพราะเป็นเรื่องที่กระทบต่อชีวิตของประชาชน และสิทธิมนุษยชน
การสัมมนาฯ แบ่งออกเป็น 3 ช่วง ได้แก่
ช่วงที่ 1: บทบาทของไทยในการประชุม HRC สมัยที่ 58 และ 59 โดยมีนางสาวอุศณา พีรานนท์ เอกอัครราชทูตผู้แทนถาวรไทยประจำสหประชาชาติ ณ นครเจนีวา และนายพืชภพ มงคลนาวิน รองอธิบดีกรมองค์การระหว่างประเทศ เป็นวิทยากร โดยทั้งสองท่านได้นำเสนอการดำเนินการของไทยในการประชุม HRC สมัยที่ผ่านมา ซึ่งรวมถึงการเจรจาและการรับรองข้อมติ การกล่าวถ้อยแถลง และเป็นเจ้าภาพจัดกิจกรรมคู่ขนาน
ช่วงที่ 2: กลไกระดับประเทศและการติดตามการดำเนินการด้านสิทธิมนุษยชน โดยมีนางสาวหรรษา หอมหวล เลขาธิการกรรมการสิทธิมนุษยชนแห่งชาติ และนางสาวนรีลักษณ์ แพไชยภูมิ ผู้อำนวยการกองสิทธิมนุษยชนระหว่างประเทศ กรมคุ้มครองสิทธิและเสรีภาพ กระทรวงยุติธรรม เป็นวิทยากร โดยผู้เข้าร่วมได้เรียนรู้เกี่ยวกับภารกิจและการดำเนินงานขององค์กรอิสระ ซึ่งรวมถึงกรรมการสิทธิมนุษยชนแห่งชาติและกลไกระดับประเทศด้านสิทธิมนุษยชน อาทิ คณะกรรมการขับเคลื่อนงานสิทธิมนุษยชนของประเทศไทย ซึ่งมีกระทรวงยุติธรรมเป็นฝ่ายเลขานุการ
ช่วงที่ 3: การแลกเปลี่ยนเรียนรู้การเยือนไทยอย่างเป็นทางการของกลไกพิเศษภายใต้คณะมนตรีสิทธิมนุษยชนแห่งสหประชาชาติ โดยมีนางสาวชนานาถ วิไลรัตน์ ผู้อำนวยการกลุ่มคุ้มครองและพิทักษ์สิทธิ กองส่งเสริมความเสมอภาคระหว่างเพศ กรมกิจการสตรีและสถาบันครอบครัว กระทรวงการพัฒนาสังคมและความมั่นคงของมนุษย์ พร้อมด้วยนายแพทย์ศิรสิทธิ์ สถิรเจริญกุล รองผู้อำนวยการกองบริหารการสาธารณสุข สำนักงานปลัดกระทรวง กระทรวงสาธารณสุข และนางสาวจิตวิภา เบญจศีล ผู้อำนวยการกองการสังคม กรมองค์การระหว่างประเทศ เป็นวิทยากร โดยทั้งสามท่านได้แบ่งปันประสบการณ์และข้อสังเกต รวมทั้งผลการเยือนไทยอย่างเป็นทางการของกลไกพิเศษภายใต้ HRC ได้แก่ คณะทำงานว่าด้วยการเลือกปฏิบัติต่อสตรีและเด็กหญิง เมื่อวันที่ 2 – 13 ธันวาคม 2567 และผู้เสนอรายงานพิเศษว่าด้วยสิทธิของทุกคนในการมีสุขภาพกายและจิตตามมาตรฐานสูงสุดเท่าที่เป็นไปได้ เมื่อวันที่ 18 – 28 กุมภาพันธ์ 2568
นอกจากนี้ ผู้เข้าร่วมยังได้ร่วมแลกเปลี่ยนข้อคิดเห็นทั้งในที่ประชุมและผ่านกิจกรรมส่งเสริมความตระหนักรู้และประชาสัมพันธ์ช่องทางสื่อสารข่าวสารด้านสิทธิมนุษยชนของกรมองค์การระหว่างประเทศ Rights Now โดยให้ข้อเสนอแนะที่เป็นประโยชน์
On 14 August 2025, Mr. Paisan Rupanichkij, Deputy Permanent Secretary for Foreign Affairs, presided over the opening ceremony of a workshop titled “Thailand’s Role in the United Nations Human Rights Council (HRC),” organized by the Department of International Organizations. The event was attended by approximately 150 participants from 40 government agencies and 16 civil society organizations.
The Deputy Permanent Secretary stressed that the Ministry places great importance on enhancing cooperation within multilateral frameworks, and is committed to leveraging its HRC membership to advance progress in addressing human rights challenges. This is to be achieved through constructive engagement both within the HRC and with various countries and partners, along with continued collaboration with the international community on human rights efforts. In addition, the domestic promotion of human rights requires cooperation and collective support from government agencies, independent organisations, the public and academia.
Ms. Pornprapai Ganjanarintr, Chairperson of the National Human Rights Commission of Thailand (NHRCT), delivered opening remarks expressing hope for Thailand to adopt a proactive role in the HRC, including concrete implementation of human rights standards to achieve tangible outcomes on the ground. In the context of the Thailand–Cambodia border situation, the Chairperson of the NHRCT wished for Thailand to advocate the importance of addressing impacts on human rights and the lives of civilians along the border.
The seminar was divided into three sessions:
Session 1: “Thailand’s Role in HRC Sessions 58 and 59,“ with H.E. Ms. Usana Berananda, Ambassador and Permanent Representative of Thailand to the United Nations in Geneva, and Mr. Phuchphop Mongkolnavin, Deputy Director-General of the Department of International Organizations as speakers. Both speakers presented Thailand’s engagement in the HRC, including the past two HRC session negotiations, resolution endorsements, delivering statements, and hosting of side events;
Session 2: “National Mechanisms and the Monitoring of Human Rights Protection and Promotion,” with Ms. Hansa Homhual, NHRCT Secretary-General, and Ms. Nareeluc Pairchaiyapoom, Director of the International Human Rights Division, Department of Rights and Liberties Protection, Ministry of Justice as speakers. Participants learned about the mandates and actions of independent organizations, including the NHRCT and national mechanisms on human rights, such as Thailand’s Human Rights Steering Committee, for which the Ministry of Justice serves as a secretariat; and
Session 3: “Sharing Experiences of Official Visits by Special Mechanisms under the HRC,” with Ms. Chananat Wilairat, Director of the Protection and Rights Group, Gender Equality Promotion Division, Department of Women’s Affairs and Family Development, Ministry of Social Development and Human Security, together with Dr. Sirasit Satiracharoenkul, Deputy Director of the Public Health Administration Division, Secretariat Office, Ministry of Public Health, and Ms. Jitvipa Benjasil, Director of the Social Division, Department of International Organizations. The three speakers shared their experiences, observations and results of the recent official visits by two HRC special mechanisms, namely the Working Group on Discrimination against Women and Girls held on 2 – 13 December 2024 and the Special Rapporteur on the right of everyone to the enjoyment of the highest attainable standard of physical and mental health held on 18 – 28 February 2025.
In addition, participants widely exchanged views at the seminar and shared opinions on-line through an activity aimed at raising awareness and promoting the Department of International Organizations’ human rights communication channel, Rights Now, to which they offered valuable suggestions.
