เสวนาวิชาการหัวข้อ “นิติธรรม ความยุติธรรม และศักดิ์ศรีความเป็นมนุษย์: รำลึกและสืบสานพระกรณียกิจด้านกระบวนการยุติธรรมของสมเด็จพระเจ้าลูกเธอ เจ้าฟ้าพัชรกิติยาภา นเรนทิราเทพยวดี กรมหลวงราชสาริณีสิริพัชร มหาวัชรราชธิดา”
จัดโดยคณะนิติศาสตร์ มหาวิทยาลัยธรรมศาสตร์ โดยมีคณาจารย์ นักศึกษา และประชาชนทั่วไปเข้าร่วมรับฟังการเสวนา ซึ่งรวมถึงในรูปแบบออนไลน์ กว่า 80 คน
งานเสวนาดังกล่าวมีวัตถุประสงค์เพื่อรำลึกถึงพระมหากรุณาธิคุณของสมเด็จพระเจ้าลูกเธอ เจ้าฟ้าพัชรกิติยาภา ฯ และอภิปรายแนวทางสืบสานพระกรณียกิจด้านกระบวนการยุติธรรมและหลักนิติธรรม โดยงานเสวนาประกอบด้วยการกล่าวปาฐกถาพิเศษ โดย ศ.ดร.สุรศักดิ์ ลิขสิทธิ์วัฒนกุล อาจารย์ประจำคณะนิติศาสตร์ มหาวิทยาลัยธรรมศาสตร์ และนางพงษ์สวาท นีละโยธิน อดีตปลัดกระทรวงยุติธรรม และการอภิปราย โดยอธิบดีกรมองค์การระหว่างประเทศ นายธนะชัย สุนทรเวช ผู้จัดการอาวุโส ด้านการพัฒนาหุ้นส่วนทางสังคมและการมีส่วนร่วม สถาบันเพื่อการยุติธรรมแห่งประเทศไทย (Thailand Institute of Justice: TIJ) นางสาวสันทนี ดิษยบุตร อัยการผู้เชี่ยวชาญพิเศษ และอดีตผู้อำนวยการสำนักงานเลขาธิการ สถาบันนิติวัชร์ สำนักงานอัยการสูงสุด และ ผศ.ดร. รณกรณ์ บุญมี อาจารย์ประจำคณะนิติศาสตร์ มหาวิทยาลัยธรรมศาสตร์ โดยมี ผศ.ดร. ญาดา เดชชัย เธียรประสิทธิ์ ผู้อำนวยการศูนย์กฎหมายอาญาและอาชญาวิทยา คณะนิติศาสตร์ มหาวิทยาลัยธรรมศาสตร์ เป็นผู้ดำเนินรายการ
ในโอกาสนี้ อธิบดีกรมองค์การระหว่างประเทศ ได้กล่าวถึงพระกรณียกิจของสมเด็จพระเจ้าลูกเธอ เจ้าฟ้าพัชรกิติยาภา ฯ ซึ่งทรงเป็นทั้งนักกฎหมายและนักการทูต เพื่อขับเคลื่อนหลักนิติธรรม สิทธิมนุษยชน และกระบวนการยุติธรรมในเวทีระหว่างประเทศ โดยเฉพาะการริ่เริ่มจัดทำข้อกำหนดสหประชาชาติว่าด้วยการปฏิบัติต่อผู้ต้องขังหญิงและมาตรการที่มิใช่การคุมขังสำหรับผู้กระทำความผิดหญิง (United Nations Rules for the Treatment of Women Prisoners and Non-custodial Measures of Women Offenders) หรือ “ข้อกำหนดกรุงเทพ” (The Bangkok Rules) ซึ่งมีส่วนสำคัญในการเสริมสร้างบทบาทของไทยในเวทีระหว่างประเทศในด้านหลักนิติธรรม ความยุติธรรมทางอาญา และสิทธิมนุษยชน
งานเสวนาฯ ยังจัดขึ้นเนื่องในโอกาสวันรพี ซึ่งตรงกับวันที่ 7 สิงหาคมของทุกปี เพื่อรำลึกถึงพระเจ้าบรมวงศ์เธอ พระองค์เจ้ารพีพัฒนศักดิ์ กรมหลวงราชบุรีดิเรกฤทธิ์ “พระบิดาแห่งกฎหมายไทย” ผู้ทรงมีพระกรณียกิจสำคัญในการวางรากฐานและพัฒนาระบบกฎหมายและกระบวนการยุติธรรมของไทย
On 7 August 2026, Ms. Pinsuda Jayanama, Director-General of the Department of International Organizations, participated as a speaker in the academic seminar entitled “The Rule of Law, Justice, and Human Dignity: Honouring and Advancing the Legacy of Her Royal Highness Princess Bajrakitiyabha Narendiradebyavati Kromluang Rajasarinisiribajra Mahavajrarajadhita in the Administration of Justice,” organized by the Faculty of Law, Thammasat University. Around 80 participants, including professors, students, and the general public attended the seminar both online and onsite.
The seminar was organized in honour of Her Royal Highness Princess Bajrakitiyabha’s contributions in the administration of justice and the rule of law, and to discuss ways to carry forward Her Royal Highness‘ work in this regard. The seminar comprised special keynote addresses by Professor Dr. Surasak Likasitwatanakul, Lecturer at the Faculty of Law, Thammasat University, and Mrs. Pongsawat Neelayothin, former Permanent Secretary for Justice and followed by a panel discussion by the Director-General of the Department of International Organizations, Mr. Thanachai Sundaravej, Senior Manager, Social Partnership and Public Engagement, Thailand Institute of Justice (TIJ), Ms. Santanee Ditsayabut, Senior Expert Public Prosecutor and former Director of the Secretariat Office of Nitivajra Institute, Office of the Attorney General and Assistant Professor Dr. Ronnakorn Bunmee, Lecturer at the Faculty of Law, Thammasat University. The discussion was moderated by Assistant Professor Dr. Yada Dejchai Tianprasit, Director of the Center for Criminal Law and Criminology, Faculty of Law, Thammasat University.
On this occasion, the Director-General of the Department of International Organizations highlighted the contributions of Her Royal Highness Princess Bajrakitiyabha, both as a lawyer and a diplomat, to advancing the rule of law, human rights, and the administration of justice at the international level. Her Royal Highness’ initiative to develop the United Nations Rules for the Treatment of Women Prisoners and Non-custodial Measures for Women Offenders, or the “Bangkok Rules,” has significantly contributed to the strengthening of Thailand’s role and international recognition in the fields of the rule of law, criminal justice, and human rights.
The seminar was also held in observance of Rapee Day, commemorated annually on 7 August in remembrance of His Royal Highness Prince Rapee Phattanasak, Kromluang Ratchaburi Direkrit, the “Father of Thai Law,” whose important contributions laid the foundation for and advanced Thailand’s legal system and administration of justice.
