ทนรัฐมนตรีฯ เปิดงานพบหารือกับภาคส่วนที่เกี่ยวข้องเพื่อขับเคลื่อนความร่วมมือตามแผนปฏิบัติการร่วมภายใต้ยุทธศาสตร์ฟ้าใส (CLEAR Sky Strategy)
เมื่อวันที่ 4 ธันวาคม 2568 นายศรัณย์ เจริญสุวรรณ เลขานุการรัฐมนตรีว่าการกระทรวงการต่างประเทศ เป็นผู้แทนรัฐมนตรีฯ เปิดงานพบหารือกับภาคส่วนที่เกี่ยวข้องเพื่อขับเคลื่อนความร่วมมือตามแผนปฏิบัติการร่วมภายใต้ยุทธศาสตร์ฟ้าใส (CLEAR Sky Strategy) ระหว่างไทย สปป.ลาว กับเมียนมา ซึ่งจัดโดยกระทรวงฯ และกระทรวงทรัพยากรธรรมชาติและสิ่งแวดล้อม ณ โรงแรมเดอะ ริเวอร์รี บาย กะตะธานี จังหวัดเชียงราย มีผู้เข้าร่วมกว่า 250 คน โดยมีนายชูชีพ พงษ์ไชย ผู้ว่าราชการจังหวัดเชียงราย ร่วมกล่าวต้อนรับและรายงานการดำเนินการของจังหวัดเชียงรายในการลดปัญหาการเผาในที่โล่ง และไฟป่าในช่วงปีที่ผ่านมา
เลขานุการรัฐมนตรีฯ กล่าวถึงบทบาทของกระทรวงฯ และประเทศไทยในการร่วมผลักดันเพื่อแก้ไขปัญหาหมอกควันข้ามแดน โดยย้ำถึงความสำคัญของการมีส่วนร่วมของทุกภาคส่วนในการร่วมมือลดการเผาไหม้และมลพิษในอากาศ ผ่านการขับเคลื่อนแผนปฏิบัติการร่วมภายใต้ยุทธศาสตร์ฟ้าใส ขณะที่นางสาวปรีญาพร สุวรรณเกษ รองปลัดกระทรวงทรัพยากรธรรมชาติและสิ่งแวดล้อม นายซาน อู อธิบดีกรมอนุรักษ์สิ่งแวดล้อมของเมียนมา และนางเตือนจิต อลุนละสี รองอธิบดีสถาบันด้านชีวเทคโนโลยีและระบบนิเวศของ สปป.ลาว กล่าวรายงานความคืบหน้าของการดำเนินงานในการแก้ไขปัญหาหมอกควันข้ามแดนในช่วงปีที่ผ่านมา รวมถึงผ่านยุทธศาสตร์ฟ้าใส และการเตรียมการที่เกี่ยวข้องในกรณีเกิดปัญหาหมอกควันในช่วงต้นปี 2569
การอภิปรายช่วงที่ 1 ผู้เชี่ยวชาญจากกระทรวงทรัพยากรธรรมชาติและสิ่งแวดล้อมของไทย สปป.ลาว และเมียนมา บริษัท กรุงเทพโปรดิ๊วส จำกัด (มหาชน) และมูลนิธิแม่ฟ้าหลวงในพระบรมราชูปถัมภ์ และสถาบันสิ่งแวดล้อมไทย ร่วมหารือแนวทางแก้ไขปัญหาหมอกควันข้ามแดนที่ยั่งยืนตามแผนปฏิบัติการร่วมฯ ขณะที่การอภิปรายช่วงที่ 2 ผู้แทนจากกระทรวงความยั่งยืนและสิ่งแวดล้อมสิงคโปร์ กระทรวงทรัพยากรธรรมชาติอินโดนีเซีย สถาบัน Chinese Research Academy of Environmental Sciences (CRAES) ของจีน สถาบันความร่วมมือเพื่อพัฒนาเศรษฐกิจลุ่มน้ำโขง ธนาคารโลก องค์การความร่วมมือระหว่างประเทศของญี่ปุ่น (JICA) และองค์กรความร่วมมือระหว่างประเทศของเยอรมนี (GIZ) ร่วมหารือแนวทางส่งเสริมความร่วมมือภายใต้ยุทธศาสตร์ฟ้าใส
เลขานุการรัฐมนตรีฯ ร่วมเปิดตัวคลิปรณรงค์ “หยุดเผา ฟ้าใส ไร้มลพิษ” ซึ่งจัดทำเป็นภาษาไทย ลาว และเมียนมา เพื่อสร้างความตระหนักรู้ในเรื่องนี้ และนำคณะผู้แทนฝไปศึกษาดูงานที่โครงการพัฒนาดอยตุง มูลนิธิแม่ฟ้าหลวงฯ เกี่ยวกับแนวปฏิบัติที่ดีในการแก้ไขปัญหาหมอกควันและมลพิษทางอากาศ โดยการปลูกพืชทางเศรษฐกิจและพืชยืนต้น ซึ่งสามารถนำไปปรับใช้ในการแก้ไขปัญหาดังกล่าวในภูมิภาคต่อไป
On 4 December 2025, H.E. Mr. Sarun Charoensuwan, Secretary to the Minister of Foreign Affairs, on behalf of the Minister of Foreign Affairs, presided over the event titled “Dialogue with Stakeholders: Advancing the Joint Plan of Action of the CLEAR Sky Strategy” at The Riverie by Katathani, Chiang Rai, Thailand. The Dialogue, co-hosted by the Ministry of Foreign Affairs and the Ministry of Natural Resources and Environment, was attended by over 250 participants. Mr. Chucheep Pongchai, the Governor of Chiang Rai, also gave welcoming remarks and presented Chiang Rai’s progress on reducing open burning and forest fires over the past year.
The Secretary to the Minister highlighted the Ministry’s role and underscored Thailand’s efforts in tackling transboundary haze, stressed the importance of all stakeholders, and reaffirmed the commitment to strengthen trilateral cooperation between Thailand, Lao PDR, and Myanmar under the CLEAR Sky Strategy. Ms. Preeyaporn Suwannaked, Deputy Permanent Secretary of the Ministry of Natural Resources and Environment, together with Dr. San Ou, Director-General of Environmental Conservation Department of Myanmar and Mrs. Teuanchith Alounlasy, Deputy Director-General of Biotechnology and Ecology Institute of the Lao PDR, gave an overview of progress on addressing the transboundary haze situation, including the CLEAR Sky Strategy in the recent years and highlighted the preparation for the year 2026.
The first panel discussion focused on “Advancing Sustainable Solutions to Transboundary Haze Pollution under the CLEAR Sky Strategy”, featuring experts from the Ministries of Natural Resources and Environment of Thailand, the Lao PDR, and Myanmar, a private-sector representative from Bangkok Produce Merchandising Public Co., Ltd, the Mae Fah Luang Foundation under the Royal Patronage, and the Thailand Environment Institute. The second panel discussed ways of “Enhancing ASEAN, Dialogue Partners and Expert Organisations’ Cooperation in Supporting the CLEAR Sky Strategy.” Speakers included representatives from the Ministry of Sustainability and the Environment of Singapore, the Ministry of Environment and Forestry of Indonesia, the Chinese Research Academy of Environmental Sciences (CRAES), the Mekong Institute, the World Bank Group, the Japan International Cooperation Agency (JICA), and the GIZ Thailand.
The Secretary to the Minister also joined the launch of a campaign spot “No Burn, Clear Sky, Clean Air,” produced in the languages of Thailand, Lao PDR, and Myanmar, aiming to raise public awareness on the impact of haze pollution. He later led the delegation to visit the Doi Tung Development Project under the Mae Fah Luang Foundation to learn about best practices in addressing haze and air pollution through the cultivation of economic crops and perennial plants, which can be applied to address haze challenges across the region.
