การประชุมคณะกรรมาธิการเขตแดนร่วม (JBC) ไทย-กัมพูชา สมัยวิสามัญ ที่จังหวัดจันทบุรี
เมื่อวันที่ 21 ตุลาคม 2568 เอกอัครราชทูตประศาสน์ ประศาสน์วินิจฉัย ประธานคณะกรรมาธิการเขตแดนร่วมไทย-กัมพูชา ฝ่ายไทย และนายฬำ เจีย รัฐมนตรีรับผิดชอบกิจการชายแดนและหัวหน้าสำนักงานเลขาธิการกิจการชายแดนแห่งชาติกัมพูชา ประธานร่วมฝ่ายกัมพูชา เป็นประธานร่วมในพิธีเปิดการประชุมคณะกรรมาธิการเขตแดนร่วม (JBC) ไทย-กัมพูชา สมัยวิสามัญ ที่จังหวัดจันทบุรี ภายหลังจากการพบหารือกลุ่มเล็กระหว่างทั้งสองฝ่ายเพื่อแลกเปลี่ยนข้อคิดเห็นและกำหนดทิศทางการดำเนินการประชุมร่วมกัน
ในคำกล่าวเปิดการประชุม JBC ฝ่ายไทยได้แสดงความเสียใจต่อการสูญเสียชีวิตของผู้บริสุทธิ์และโดยเฉพาะอย่างยิ่งทหารไทยที่ได้สละชีวิตในหน้าที่ ซึ่งเป็นเครื่องเตือนใจและแสดงถึงความสำคัญที่ทั้งสองฝ่ายควรเร่งเจรจาแก้ไขปัญหาชายแดนด้วยสันติวิธี รวมถึงการเจรจาจัดทำหลักเขตแดนให้มีความชัดเจน เพื่อช่วยลดความตึงเครียดและฟื้นฟูสภาวะปกติในบริเวณชายแดน ในขณะเดียวกัน ฝ่ายไทยได้ยืนยันว่าไม่มีเหตุผลอันชอบธรรมใดๆ สำหรับการโจมตีอย่างไม่เลือกเป้าหมาย การใช้ทุ่นระเบิดสังหารบุคคล หรือการยั่วยุในรูปแบบต่าง ๆ ดังที่เคยเกิดขึ้นในอดีต
ที่ประชุมฯ จะได้หารือประเด็นเร่งด่วน ตามที่การประชุม GBC สมัยพิเศษ ครั้งที่ 1 เมื่อวันที่ 10 กันยายน 2568 ได้มอบหมายให้ JBC พิจารณา คือ กรณีบ้านหนองจานและบ้านหนองหญ้าแก้ว รวมถึงมาตรการรักษาความปลอดภัย ในส่วนที่เกี่ยวข้องกับอำนาจหน้าที่ของ JBC เพื่อให้เกิดความชัดเจน ซึ่งสะท้อนความตั้งใจของฝ่ายไทยในการแก้ไขปัญหาเขตแดนระหว่างไทยกับกัมพูชาผ่านกลไกทวิภาคีที่มีอยู่ เพื่อแจ้งกลับไปยังการประชุม GBC ซึ่งกำลังอยู่ระหว่างการประชุมที่กรุงกัวลาลัมเปอร์ในขณะนี้
นอกจากนี้ ที่ประชุมฯ จะได้หารือประเด็นสำคัญ อาทิ การเร่งรัดการแก้ไข TOR 2003 เพื่อนำเทคโนโลยี LiDAR มาใช้ในการทำแผนที่ภาพถ่ายทางอากาศ และการเสนอพื้นที่เร่งด่วนในการกำหนดเขตแดน สำหรับพื้นที่ทั้งสองฝ่ายที่มีความเห็นตรงกัน
ทั้งสองประเทศมุ่งหวังให้การประชุม JBC ได้ผลลัพธ์ร่วมกันอย่างเป็นรูปธรรม เพื่อป้องกันมิให้เกิดความสูญเสียจากความขัดแย้งอีก
On 21 October 2025, H.E. Mr. Prasas Prasasvinitchai, Co-Chair of the Thailand – Cambodia Joint Boundary Commission (Thai side), and H.E. Mr. Lam Chea, Minister in charge of the State Secretariat of Border Affairs, Co-Chair (Cambodian side) jointly chaired the Opening Session of the Special Meeting of the Thai – Cambodian Joint Commission on Demarcation for Land Boundary (JBC). Prior to the meeting, both sides engaged in a small-group meeting to exchange views and jointly set the direction of the meeting.
In the opening remarks, the Thai side expressed condolences for the loss of civilian lives and in particular the Thai soldiers who made the ultimate sacrifice in the line of duty. These tragic events remind the importance and urgency for both sides to expedite negotiations to resolve boundary issues through peaceful means, which also includes the clarification of boundary demarcation lines. Such efforts are essential to reducing tensions and restoring normalcy. At the same time, the Thai side underlines that there is never a justification for indiscriminate attacks, the use of anti-personnel landmines, and any other form of provocation as experienced in the past.
The meeting will discuss urgent matters as assigned by the 1st Special Session of the GBC held on 10 September 2025, namely the case of Ban Nong Chan and Ban Nong Ya Kaeo, as well as security measures that are within the JBC’s mandate in order to provide clarity on related matters. This reflects the Thai side’s commitment to resolving border issues between Thailand and Cambodia through existing bilateral mechanisms and to report back to the GBC meeting, which is currently taking place in Kuala Lumpur.
Another important agenda at this meeting also includes the revision of the 2003 Terms of Reference (TOR) regarding the production of orthophoto maps using LiDAR technology, as well as the identification of priority areas for boundary demarcation in locations where both sides have reached agreement.
