พบหารืออุปทูตฯ ปานามาเพื่อชี้แจงสถานการณ์ชายแดนไทย – กัมพูชา

Ambassador met with Chargé d’ Affaires, a.i., of Panama to provide updates on the Thailand – Cambodia border situation during Panama’s Presidency of the UNSC
เมื่อวันที่ 7 สิงหาคม 2568 นางสาววิมลพัชระ รักษาเกียรติ เอกอัครราชทูต ณ กรุงซันติอาโก พร้อมด้วยนางสาวกณวัณ ไวทยกิจกำจร เลขานุการเอก ได้พบหารือกับนาย Antonio Lim Henríquez Young อุปทูตฯ รักษาการแทนเอกอัครราชทูตปานามาประจำประเทศชิลี และนาง Flor María Ochy เลขานุการเอก เพื่อชี้แจงและให้ข้อมูลล่าสุดเกี่ยวกับสถานการณ์ระหว่างไทย – กัมพูชา
เอกอัครราชทูตฯ ได้แสดงความยินดีกับปานามาในการดำรงตำแหน่งประธานคณะมนตรีความมั่นคงแห่งสหประชาชาติ (United Nations Security Council – UNSC) ระหว่างวันที่ 1–31 สิงหาคม 2568 และยืนยันการสนับสนุนอย่างเต็มที่จากฝ่ายไทย โดยเน้นย้ำถึงเจตนารมณ์ที่มีร่วมกันในการธำรงไว้ซึ่งสันติภาพและความมั่นคงระหว่างประเทศ รวมทั้งความร่วมมือในการแก้ไขปัญหาระดับโลก
เอกอัครราชทูตฯ ได้แสดงความหวังว่า ฝ่ายปานามาจะเข้าใจและสนับสนุนความพยายามของไทยในการแสวงหาทางออกที่ยั่งยืนและสันติภาพระหว่างไทย – กัมพูชา ตามที่ไทยและกัมพูชาได้เห็นพ้องร่วมกันภายหลังการหารือที่ประเทศมาเลเซียเมื่อวันที่ 28 กรกฎาคม 2568 และการประชุมคณะกรรมการชายแดนทั่วไป (General Border Committee – GBC) สมัยพิเศษ ที่กรุงกัวลาลัมเปอร์ เมื่อวันที่ 7 สิงหาคม 2568 และเชื่อมั่นว่าเอกอัครราชทูตผู้แทนถาวรไทยและเอกอัครราชทูตผู้แทนถาวรปานามาประจำสหประชาชาติ ณ นครนิวยอร์ก จะได้ประสานงานกันอย่างใกล้ชิดต่อไปในเรื่องนี้
เอกอัครราชทูตฯ ได้เน้นย้ำว่า ประเทศไทยปฏิบัติตามกฎหมายระหว่างประเทศ หลักมนุษยธรรม และพันธกรณีด้านสิทธิมนุษยชนอย่างเคร่งครัด โดยไทยได้ปฏิบัติตามข้อตกลงหยุดยิงอย่างครบถ้วน พร้อมเน้นย้ำว่า ฝ่ายไทยได้ใช้ความอดกลั้นอย่างสูงสุดและตอบโต้เพียงเพื่อป้องกันตนเองเท่านั้น และไทยมุ่งมั่นรักษาการหยุดยิงและแก้ไขสถานการณ์ชายแดนด้วยสันติวิธีผ่านกลไกทวิภาคีที่มีอยู่
ในโอกาสนี้ เอกอัครราชทูตฯ ได้แจ้งผลการประชุมคณะกรรมการชายแดนทั่วไป (GBC) ไทย–กัมพูชา สมัยพิเศษ ซึ่งจัดขึ้น ณ กรุงกัวลาลัมเปอร์ เมื่อวันที่ 7 สิงหาคม 2568 โดยที่ประชุมได้บรรลุข้อตกลงหยุดยิง 13 ข้อ ครอบคลุมมาตรการยุติการสู้รบ การลดระดับสถานการณ์ทางทหาร และการมีผู้สังเกตการณ์จากอาเซียนเพื่อติดตามการปฏิบัติ
อุปทูตฯ ปานามา ได้แสดงความขอบคุณสำหรับข้อมูลชี้แจงและความคืบหน้าล่าสุดจากการประชุม GBC พร้อมยืนยันว่าหนังสือและเอกสารจากสถานเอกอัครราชทูต ณ กรุงซันติอาโก ชี้แจงข้อมูลและท่าทีไทยเกี่ยวกับสถานการณ์ชายแดนไทย – กัมพูชา ได้รับการส่งต่อไปยังกระทรวงการต่างประเทศของปานามาอย่างทันท่วงที และเอกสารประกอบที่มอบให้ในระหว่างการหารือครั้งนี้ตนจะส่งต่อให้รัฐบาลปานามาโดยเร็วเช่นกัน
การหารือครั้งนี้เป็นไปด้วยบรรยากาศฉันมิตร โดยอุปทูตฯ ปานามา เห็นว่าการพบหารือในครั้งนี้เป็นโอกาสสำคัญในการกระชับความสัมพันธ์ทวิภาคีระหว่างปานามาและไทย พร้อมทั้งได้แสดงความขอบคุณต่อกรมความร่วมมือระหว่างประเทศของไทย (TICA) ที่ได้มอบทุนหลักสูตรฝึกอบรมนานาชาติประจำปีให้แก่บุคลากรชาวปานามาอย่างต่อเนื่อง ซึ่งฝ่ายปานามาได้รับประโยชน์อย่างมากจากองค์ความรู้และประสบการณ์ที่ประเทศไทยถ่ายทอด

On 7 August 2025, H.E. Ms. Vimolbajra Ruksakiati, Ambassador of Thailand to Chile, accompanied by Ms. Kanawan Waitayagitgumjon, First Secretary, met with Mr. Antonio Lim Henríquez Young, Chargé d’ Affaires, a.i., of the Embassy of Panama in Chile, and Mrs. Flor María Ochy, First Secretary, to provide updates and clarification regarding the ongoing situation between Thailand and Cambodia.
The Ambassador congratulated Panama on assuming the presidency of the United National Security Council (UNSC) for the August term and affirm Thailand’s full support, underlining the shared commitment to international peace, security, and cooperation in addressing global challenges.
In this context, the Ambassador expressed hope for Panama’s understanding and support for Thailand’s efforts to pursue a peaceful and sustainable solution for the situation between Thailand and Cambodia, as reaffirmed by both Thailand and Cambodia during the Special Meeting in Malaysia on 28 July 2025 and the extraordinary session of General Border Committee (GBC) in Kuala Lumpor on 7 August 2025. She also conveyed her expectation that the Ambassador and Permanent Representative of Thailand to the United Nations and the Ambassador and Permanent Mission of Panama to the United Nations in New York will continue to coordinate closely on this matter.
The Ambassador reiterated Thailand’s compliance to international law, humanitarian principles, and human rights obligations, noting that Thailand has fully adhered to the ceasefire agreement reached. She stressed that the Thai side has always exercised maximum restraint and acted solely in self-defence, and that Thailand remains committed to maintaining the ceasefire and resolving border tensions peacefully through existing bilateral mechanisms.
The Ambassador further reported the outcome of the Extraordinary Session of the General Border Committee (GBC) Meeting between Thailand and Cambodia, held in Kuala Lumpur on 7 August 2025. She emphasised that the meeting delivered positive results, including a comprehensive 13-point ceasefire agreement aimed at restoring stability and preventing further escalation.
Mr. Henríquez expressed his gratitude for the Ambassador’s briefing and the latest updates from the GBC Meeting. He assured the Ambassador that all communications from the Royal Thai Embassy in Santiago regarding the Thailand – Cambodia situation had been promptly forwarded to the Ministry of Foreign Affairs of Panama, and confirmed that the supporting documents provided during this meeting would also be transmitted without delay.
The meeting was held in a warm and friendly atmosphere. Mr. Henríquez noted that this meeting served as a valuable opportunity to advance bilateral relations between Panama and Thailand. He also expressed appreciation to the Thailand International Cooperation Agency (TICA) for providing Annual International Training Course scholarships to Panamanian professionals, which have greatly benefited from Thailand’s sharing of expertise.
