การประชุมระดับสูงขององค์การระหว่างประเทศของกลุ่มประเทศที่ใช้ภาษาฝรั่งเศส (Organisation Internationale de la Francophonie: OIF) ณ กรุงปารีส สาธารณรัฐฝรั่งเศส
เมื่อวันที่ 3-5 ตุลาคม 2567 นายดามพ์ บุญธรรม เอกอัครราชทูต ณ กรุงริยาด ในฐานะผู้แทนพิเศษของนายกรัฐมนตรีและรัฐมนตรีว่าการกระทรวงการต่างประเทศ ได้เดินทางไปเข้าร่วมการประชุมระดับสูงขององค์การระหว่างประเทศของกลุ่มประเทศที่ใช้ภาษาฝรั่งเศส (Organisation Internationale de la Francophonie: OIF) ณ กรุงปารีส สาธารณรัฐฝรั่งเศส โดยมีนายเอมานูว์แอล มาครง ประธานาธิบดีแห่งสาธารณรัฐฝรั่งเศส พร้อมด้วยนาง Louise Mushikiwabo เลขาธิการ OIF ให้การต้อนรับ
ในโอกาสนี้ ผู้แทนพิเศษของไทยได้แลกเปลี่ยนข้อคิดเห็นต่อที่ประชุมและแสดงความพร้อมของไทยในการส่งเสริมความร่วมมือระหว่างไทยกับ OIF โดยเฉพาะความร่วมมือด้านการศึกษา การพัฒนาทรัพยากรมนุษย์ และการสร้างความสัมพันธ์ระดับประชาชน โดยเล็งเห็นความสำคัญของภาษาในการสร้างโอกาส การสร้างอาชีพ และการสร้างนวัตกรรม อีกทั้งมุ่งมั่นที่จะสนับสนุนความร่วมมือระหว่างสถาบันการศึกษากับภาคเอกชนในการส่งเสริมการประกอบอาชีพ รวมถึงการสร้างธุรกิจกับกลุ่มประเทศ Francophone แก่เยาวชนและนักลงทุนรุ่นใหม่
ในช่วงเดียวกัน ผู้แทนพิเศษของไทยยังใช้โอกาสดังกล่าวหารือกับประมุขและผู้นำของประเทศต่าง ๆ รวมถึงเลขาธิการ OIF ถึงประเด็นที่อยู่ในความสนใจร่วมกันและรณรงค์การสมัครรับเลือกตั้งเป็นสมาชิกคณะมนตรีสิทธิมนุษยชนแห่งสหประชาชาติ (HRC) วาระปี ค.ศ. 2025-2027 ของไทยด้วย นอกจากนี้ ประธานรัฐสภาของกลุ่มประเทศที่ใช้ภาษาฝรั่งเศส (Assembleé Parlementaire de la Francophonie: APF) ได้ขอพบหารือกับผู้แทนพิเศษของไทยเพื่อชักชวนให้ไทยเข้าร่วมเป็นสมาชิกรัฐสภาของกลุ่มประเทศที่ใช้ภาษาฝรั่งเศส
ตั้งแต่ปี 2551 ไทยได้เข้าเป็นประเทศผู้สังเกตการณ์ OIF โดยมีความร่วมมือทั้งด้านการฝึกอบรมภาษาฝรั่งเศส และความร่วมมือทางวิชาการ/ด้านการพัฒนาร่วมกับหลายประเทศสมาชิก OIF ทั้งนี้ ไทยในฐานะที่ได้รับการรับรองเป็นผู้สมัครของอาเซียนในการลงสมัครรับเลือกตั้งเป็นสมาชิก HRC วาระปี ค.ศ. 2025-2027 ยังแสดงความมุ่งมั่นที่จะส่งเสริมหลักธรรมมาภิบาลและพร้อมร่วมมือกับ OIF ในการสร้างโอกาสให้แก่กลุ่มเปราะบาง โดยเฉพาะสตรีและยาวชน เพื่ออนาคตที่ดีสำหรับทุกคน
On 3-5 October 2024, H.E. Mr. Darm Boontham, Ambassador of Thailand to the Kingdom of Saudi Arabia, as a Special Representative of the Prime Minister and of the Minister of Foreign Affairs of Thailand, participated in the 45th Session of the Francophonie Ministerial Conference (CMF) and the 19th Francophonie Summit (OIF Summit) in Paris, French Republic. The delagations were welcomed by H.E. Mr. Emmanuel Macron, President of the French Republic, along with H.E. Ms. Louise Mushikiwabo, Secretary General of the OIF.
On this occasion, the Special Representative expressed Thailand’s readiness to strengthen cooperation with the OIF, particularly in the areas of education, skill and human resource development, and fostering people-to-people links. Recognizing the importance of language in creating opportunities, careers, and innovation, Thailand is committed to supporting collaboration between educational institutions and the private sector in promoting entrepreneurship and business engagement with Francophone countries for youth and new entrepreneurs.
Concurrently, the Special Representative discussed with several Heads of State/Government, as well as the OIF Secretary General, matters of mutual interest. He also used this opportunity to campaign for Thailand’s candidacy for the Human Rights Council for the term of 2025-2027. The President of Assembleé Parlementaire de la Francophonie (APF) requested a discussion with the Special Representative and invited Thailand to become a member of APF.
Since 2008, Thailand has been an observer of the OIF, collaborating on French language and interpreter training, academic projects, and development initiatives. As ASEAN’s candidate for the Human Rights Council (2025-2027), Thailand is committed to promoting good governance and ready to partner with the OIF creating opportunities to vulnerable groups, women, and youth for a better future.
